Portugal Localization: Need Oracle Certificate Details For SAFT-PT (Doc ID 2541512.1)

The sample SAFT report as per user guide provide the following

Is 9999 is the certificate number for Oracle to provide the report? please confirm.  We however need certificate details Oracle would have received from Portugal authorities.

Also in the detailed explanation about the tags provided in the document, we notice the below.

This tag shows constant value as “502186771‟.
This tag shows constant value as “0” If the parameter value is null. Otherwise, it shows value from parameter “Software Certificate Number‟.
This tag shows constant value as “ORACLE/EBUSINESS SUITE”.
This tag contains the value of software version of the product.

Based on the above, please clarify below queries:

1. Here the certificate number seems to be entered by the client - is this correct?
 
2. Is this Software Certificate Number, provided by the Portugal authorities to Oracle, based on which it defaults?

3. If the above is true, what is the default value. As seen in the document's sample output, the value is 9999. Is this the default value, if not, what is it ?
