Turkey Localization: Patch 24792554 failed with error "FAILED: file XLIFFLoader.class" (Doc ID 2542002.1)

When applying patch 24792554 TR NLS , it is failing with an error. 

Error mesage
-----------------
FAILED: file XLIFFLoader.class on worker 1.
FAILED: file XLIFFLoader.class on worker 2.
FAILED: file XLIFFLoader.class on worker 3.
FAILED: file XLIFFLoader.class on worker 4.
