ACTUAL BEHAVIOR
---------------
The employee has two child support deductions and a state tax levy. The state tax levy is deducting 25% of disposable earnings causing the employee to go over the 25% for total involuntary deductions. (Both Child Supports and the State Tax Levy combined)
EXPECTED BEHAVIOR

The system to deduct a total of 25% for both child supports and the state tax levy
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Element Entry values for the involuntary deductions
Child_Support_1 > 62.77 > Date Served 07/07/2018
Child_Support_2 > 58.71 > Date Served 07/07/2018
State_Tax_Levy_New > 25% > Total Owed 8963.23
2. Weekly Payroll
3. Earnings 1252.36
Taxes 177.16
Child Support 1 62.77
Child Support 2 58.71
State Tax Levy 268.80
4. Manual Calculations
Earnings 1252.36 - Taxes 177.16 = Disposable 1075.20
Disposable 1075.20 X 25% = Max Deduction Allowed 268.80
Max Deduction Allowed 268.80 - 62.77 - 58.71 = State Tax Levy should be 147.32
