Adop Cutover Failed On adapcctl.sh After Upgrade Webtier To 11.1.1.9 (Doc ID 2542433.1)

Symptoms

On 12.2.4 version, AD&TXK C.5 level, customer plan to upgrade webtier to 11.1.1.9 and to apply the latest AD&TXK patches.

After upgrading webtier from 11.1.1.6 to 11.1.1.9 on patch file system, customer run  adop cutover. It completed with error due to adapcctl.sh exiting with status 204.
