Getting Error When Creating Only Quote Header Using OE_INBOUND_INT (Doc ID 2542835.1)

Symptoms

On : 12.1.3 version, Quoting & Negotiation

When attempting to create only Quote Header with the help of webservice with internal name = 'OE_INBOUND_INT'.,
the following error occurs.

ERROR

 FND_SOA_SERVICE_EXECUTION_ERR:oracle.apps.fnd.soa.util.SOAException: ServiceExecutionError:
 Error while executing the service
Internal Exception: java.sql.SQLException: ORA-06531: Reference to uninitialized collection
ORA-06512: :Please see service monitor logs for full error trace
 

STEPS

The issue can be reproduced at will with the following steps:
1. Create only Quote Header with webservice with internal name = 'OE_INBOUND_INT'.,
