Unable To Add Two Columns In Webadi (Doc ID 2543553.1)

Symptoms

When attempting to upload information using OLM_Learning_History_Create webadi which is calling OTA_NHS_API.CREATE_NON_OTA_HISTORIES the following error occurs.

ERROR
PER HR_52994_NON_EXIST_SEG_NAME N SEGMENT NTH_INFORMATION19 N VALUE hello : A value has been provided for a non-enabled or non-existent descriptive flexfield segment. (SEGMENT=NTH_INFORMATION19) (VALUE=hello)


STEPS
The issue can be reproduced at will with the following steps:
1. Web ADI
2. Run script
3. The Error is reported
