Symptoms
Users are randomly trying to edit the price on certina Purchase Orders and they cannot
We already cancel the previous PO and recreate again by using autocreate function
Steps to Reproduce the Issue

1. Login to a PO Responsibility with Setup Access (PO Superuser ,etc)
2. query the po in the po summary form
3. open the po-go to lines and attempt to edit the price on the line
