Shipment Number Not Showing up in CTO Change Order Notifications for Purchase Order Related Supplies (Doc ID 2544426.1)

On : 12.2.4 version, MICC Transfer to TSC

ACTUAL BEHAVIOR
---------------
CTO change order notifications for the scenarios> Increase in Quantity, Decrease in Quantity and Change in Scheduled Date shows the BPA Number and BPA Line Number in the supply information. The notification should ideally show the BPA Number, Release and Shipment Number information. Similarly in a cancellation scenario, Supply Information is missing in the notification to the Release Buyer. The notification should ideally show again the BPA Number, Release and Shipment Number.

EXPECTED BEHAVIOR

Expect the notification should show the BPA Number, Release and Shipment Number.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Modify Sales order (part of back to back order) and Release is created for the modification that has the Buyer as the buyer from the Item Master
2. After applying fix in <Bug 28432398>, notification is sent to the original buyer on the BPA header.
3. The notifications for the scenarios> Increase in Quantity, Decrease in Quantity and Change in Scheduled Date shows the BPA Number and BPA Line Number in the supply information. The notification should ideally show the BPA Number, Release and Shipment Number information. Similarly in a cancellation scenario, Supply Information is missing in the notification to the Release Buyer. The notification should ideally show again the BPA Number, Release and Shipment Number.
