User Not Able to Navigate to Charge Account Flex Field in Requisition Creation Form(POXRQERQ) After Charge Account Generation Fails and APP-PO-14040 (Doc ID 2544615.1)

Symptoms

ACTUAL BEHAVIOR
When user try to create requisition distribution(POXRQERQ), if charge account is NULL, APP-PO-14040 appears.
Then user is not able to navigate to Charge Account Flex Field.

EXPECTED BEHAVIOR
When user try to create requisition distribution(POXRQERQ), if charge account is NULL, APP-PO-14040 appears.
Then user is able to navigate to Charge Account Flex Field.

STEPS
The issue can be reproduced at will with the following steps:

  1. Create requisition
  2. Create distribution with charge account is NULL
  3. Show APP-PO-14040
  4. Try to move charge account by pressing "Tab" key
  5. Confirm to skip this filed
