Warehouse Condition Is Not Working In OM Quote Expiration Date Defaulting Rule

Goal
If warehouse is added as a condition in defaulting validation template then defaulting rule does not work for OM quote expiration date.
1) Working Case:
Defaulting Setup
> Attribute = Expiration Date
> Attribute Defaulting Rules:
Defaulting Condition = XYZ US
Default Sourcing Rules:
Source Type = System Variable,
Default Source/Value = sysdate+30 and,
Defaulting Condition Validation Template
> Condition Name = XYZ US
> Validation Rules
#10 Attribute (Transaction Phase) = Value (Negotiation)
this works, i.e. when a new Quote is created on 22-Mar, it shows Expiration Date = 21-Apr.
2) Failure Case:
However, it does NOT work if added a new condition for Warehouse, i.e.
Defaulting Condition Validation Template
> Condition Name = XYZ US
> Validation Rules
#10 Attribute (Transaction Phase) = Value (Negotiation),
#10 Attribute (Warehouse) = Value (ABC) <<<< added new condition
then it does NOT work, i.e. when a new Quote is created on 22-Mar, it shows Expiration Date = null.
Why is is NOT working when warehouse is added as in the second case?
