Liability Account Field is grayed out under Tax Rates setup
EXPECTED BEHAVIOR
-----------------------
Liability Account field should be editable.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) Oracle Financials for India > Tax Configuration > Define Tax Rates
2. Query the TDS Tax Rate and navigate to 'Accounts' section.
3. Notice that 'Liability' Account field is grayed out.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot define the correct liability account.
