Symptoms

PAXTRTRX:  Transaction Import errors with the rejection reason 'Receiver Legal Entity is not valid'.  There are a few transaction that are stuck with the Review Transaction form with this same rejection reason. 

Changes

 The user changed the project number in the Review Transaction form but no other fields.
