FVXBEAPR Brand New Federal Budget Document That Fails Approval, Should Be Able To Be Deleted (Doc ID 2545555.1)

Symptoms

A brand new BE budget document fails approval (e.g. it fails funds reservation), and therefore has never been successfully approved.
 
Current behavior:
- the document status is set to "Requires Reapproval"
- the user is not able to delete it.
 
This issue may be due to patch 28121648:R12.FV.C provided via SR 3-17558511701 (Bug 28121648 BE WF - Previously approved BE Document goes to Incomplete status and can be deleted).
- Before the patch, the failed documents were going to "Incomplete" status.
- After the patch, the failed documents are going to "Requires Reapproval" status. Now previously-approved budget documents cannot be deleted (expected functionality), but neither can brand-new documents that have never been approved (not expected functionality)
