Check Writer Errors with APP-PAY-06990, APP-PAY-06859

Symptoms
When attempting to run Check Writer, the following error occurs:
ALL Payroll Worker Processes completed in ERROR.
HR_6990_HRPROC_CHQ_SRW2_FAILED
APP-PAY-06990: Report Writer report failed with an error
Cause: The report failed to complete and returned an error condition.
Action: Check the report logfile in PAY_TOP/APPLOUT/xx.lg for reason for the failure.
HR_6859_HRPROC_OTHER_PROC_ERR
APP-PAY-06859: An error has been detected by another process.
HR_6990_HRPROC_CHQ_SRW2_FAILED
APP-PAY-06990: Report Writer report failed with an error

HR_6859_HRPROC_OTHER_PROC_ERR
APP-PAY-06859: An error has been detected by another process.
Review of the log file shows that privileges are missing for a specific directory path:
path = /u23/app/<Customer Named Directory>/apps/apps_st/appl/pay/12.0.0/reports
runfile = /u23/app/<Customer Named Directory>/apps/apps_st/appl/pay/12.0.0/reports/<Customer Specific Report Name>

output_type is ..TEXTSRW2 report did not complete.
Routine FDPREP cannot read the file /u23/app/qualapps/apps/apps_st/appl/pay/12.0
.0/reports/US/<Customer Specific Report Name>.rep.
Check if the file exists under correct product directory.
Check if the person who started the Concurrent Manager has read privilege
