Strategy Template Change Strategy Flag Not Updated When Group Updated (Doc ID 2546264.1)

Symptoms

When a Strategy within a Strategy Group has Change Strategy set to No, the Strategy will not switch when the score changes. According to Development, the code should be looking at the Change Strategy flag on the Strategy Group, not the Strategy Template itself.
