R12: AP: Invoice/Payment Workbench Hangs

Symptoms
When user try to open one of the workbenches the form hangs.
The issue can be reproduced at will with the following steps:
1. From a Payables Responsibility navigate to Invoices->Entry
2. Here the form will just spin
