Is It Safe To Reprocess The Emails With Error "Unable To Connect To An SMTP Server" In Outbox Processor (Doc ID 2546922.1)

There are emails in the outbox processor with the below error,
  'Unable to connect to an SMTP server. The SMTP servers may be down. Please contact your site administrator'.

Is it safe to reprocess the emails with the SMTP error or do we need to purge the message back to the user?
