Symptoms
When clicking on any checkbox in the Tax Withholding Rules form, users receive an error and cannot make the setup.
STEPS

The issue can be reproduced at will with the following steps:
Navigation: Total Compensation > Basic > Tax Withholding Rules > Select Tax Category
When clicking on any checkbox in the State page next to the HSA Code, users receive the error and cannot make the setup.
