P11D XML Output process completes without creating any output or generating a payroll file reporter

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Using UK HRMS Manager Responsibility
2. Create interest free loan element for 2018-2019 for an individual
3. Run P11D Legislative process - this creates a Cash equivalent value and completes successfully
4. Run P11D Xml Output process - this completes without output
