ACTUAL BEHAVIOR
If the employer is notified by the IRS that an employee is subject to a lock in the form W-4 will print the locked in withholding not the employee’s last election.

EXPECTED BEHAVIOR
When a locking date is in place the program should print both forms, current plus the prior so the employer can send the last election to the employee + have the back up for the current, which was not the elected by the employee.
