Symptoms


ACTUAL BEHAVIOR
================
When reviewing the Purchase Requisition DPE-PR-19-0036 Line 0001 on the Demand Workbench ->> Requisitions/MIPR Others
Requisition DPE-PR-19-0036 Line 0001, do not show attachments to the Buyer, only attachments to the Supplier.

EXPECTED BEHAVIOR
==================
Users, expect the to see All Attachments regardless of whom they are intended for.

STEPS TO REPRODUCE
===================
The issue can be reproduced at will with the following steps:
1. Sign on to Application
2. Select Responsibility: CLM Contracting Professional
3. Navigation: Buyer Work Center ->> Demand Workbench ->> Requisitions/MIPR Others
4. Click On Any Purchase Requisition Number ->> Opens: Requisition Details ->>
5. Locate: Header Attachments ->> Observe: Only Short Text Attachments to Supplier are visible.
