On : 12.2.4 version, version, Accounting related

ACTUAL BEHAVIOR
---------------
Charge Account is Getting Cleared - Cannot update distribution on splitting the PO distribution.

EXPECTED BEHAVIOR
-----------------------
Charge account should be allowed the update.

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to Purchasing Responsibility
2. Create PO in form.
3. Input project information in the distribution and approve the PO
4. Proceed to split out the distribution.
5. Find that the new distribution charge account field is disable
5. It is not updateable.
