ACTUAL BEHAVIOR
---------------
Incorrect behavior for Polish SII Card when Date Track is used
 No new record is created on the Polish SII Card

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.
FIRST STEPS:
- the person is for example from 14-07-2014;
- the first assignment (Normal Contract) is from 14-07-2014;
- the record on the Polish SII Card (for Normal Contract) is from 14-07-2014;
- set the effective date to 01-09-2017;
- create a second assignment (Civil Contract) from 01-09-2017;

2.1.
NEXT STEPS – CORRECT SYSTEM OPERATION:
- on the second assignment (Civil Contract) use checkbox 'Primary' (option - Correction);
- change the status of the first assignment (Normal Contract) to 'Terminate Assignment' (option - Correction);
- the message appears: 'The application created a SII record for this assignment with ...';
- the record on the Polish SII Card (for Normal Contract - 'Terminate Assignment') is from 01-09-2017;

2.2.
NEXT STEPS – INCORRECT SYSTEM OPERATION:
- !!! set the effective date for example to 02-09-2017 !!! (Let's assume that the user will do it by accident. And in the next steps the user will do everything correctly.);
- on the second assignment (Civil Contract) use checkbox 'Primary' (option - Correction);
- change the status of the first assignment (Normal Contract) to 'Terminate Assignment' (option - Correction);
- the message DOES NOT appear;
- there is NO record on the Polish SII Card (for Normal Contract - 'Terminate Assignment'). ls>
