Sourcing Pause Notification Issue

Goal
User is creating a new RFQ (Request for Quotation). When they use the Pause option, a notification is sent.
This subject of the pause notification is the below:
RFQ 12345-2 has been paused at 2019-01-25 08:22:25.0 (null)
The questions are the below:
a. After the hour/minutes/sec, what is the ".0" and how can be removed?
b. At the end of the subject there is the "(null)" text. How can be removed?
