System Cannot determine the default tax rate in Purchasing

After changing the default rate as of April 1 for our oversea subsidiary, we are getting the following error some Purchase orders:

New Purchase Orders do not get the error.

"Error: Tax Calculation: The system cannot determine the default tax rate for tax XX VAT and tax status XX VAT STANDARD"
