BOMFDBOM - Cannot Update The Planning % field Of Component When Creating A Planning Bill Of Material. (Doc ID 2551100.1)

Symptoms

We are trying to creating a new Bill for a Planning item , when we enter the the component and then navigate to Component detail tab.
The Planning % field is not updable / greyed out.

Note when adding the component, the planning % defaults to 100 and we want to change it. The issue is only when we are creating a new Bill.
But once we save and then re-query we are able to update the planning %.

 
EXPECTED BEHAVIOR
Note when adding the component, the planning % should be editable and provide option to customer to change it

STEPS
1. Create a new item that has BOM Type as Planning and assign it to the apprppriate org.
2. Create a Bill. (Bill of Material Superuser > Bills > Bills, select an appropriate org).
3. Enter the item as the new planning item created.
4. At the line / Component level - add components.
5. Go to the Component details Tab and try to change the Planning %.
6. The field is greyed out.
7. A message appears below that the field cannot be updated with error: FRM-40200.
