Timecard Archival Validate Data Set wrongly shows Retrieved timecards under the list of Unretrieved Timecards (Doc ID 2551736.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When validating timecard data sets we receive the validation warning "Timecards Not Retrieved - Status = Approved >".
 
Even a Retrieved timecard is being displayed under the warnings list ! ?
which is unexpected and deviating from standard behavior.

EXPECTED BEHAVIOR
-----------------------
The approved and Retrieved timecards are not supposed to be displayed under this warnings list "Timecards Not Retrieved - Status = Approved >".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Run Validate Data Set program

2. A timecard which got approved and already Retrieved  is on the validate warning list (Timecards Not Retrieved - Status = Approved >)
   along with a ton of others.

3. This is unexpected and wrong behavior.
