Registration Request Is Not Sent To Approver After Prospective Supplier Responds (Doc ID 2552552.1)

On iSupplier 12.1.3 After a supplier updated a request and sent it back to the approver, no notification was ever sent, and no approvers are able to review the request.

A notification should have been sent, and the approver should be able to review/approve the request from the supplier.

The issue can be reproduced at will with the following steps:
1. Create a new Supplier Request
2. Have the approver review the supplier request and submit to the supplier to include more information
3. Have the supplier update and sent the request back.
4. The request is stuck in 'Pending Approval' and no notification was ever sent. The approver is not able to review/approve the request.

Due to this issue, users cannot review/approve the request from the supplier for the supplier registration.
