Declined Credit Card Is Inactivated When Paying Invoice From iReceivables

Information in this document applies to any platform.
When paying an invoice from iReceivables. and that card is declined due to insufficient funds, the card is automatically inactivated in the system, and the following error. The card should not be automatically inactivated because of the error.
Steps to Reproduce:
Navigation: Account Management
1. Pay an invoice by credit card, that is declined. The card is automatically inactivated by the system.
