Issue With Contract Terms Attachments Disappearing when opening Contract for update (Doc ID 2552912.1)

Symptoms

On : 12.1.3 version

ACTUAL BEHAVIOR
---------------
A contract is activated with Contract Terms uploaded in a pdf file.
When the contract is then opened for update and then QA is checked to re-activate the contract the Terms are no longer attached in the re-activated contract. When clicking the Contract Terms button the page opens with this message:

The contract terms are represented by an attached document. A document is not currently attached.

EXPECTED BEHAVIOR

Expect the Terms to be displayed in the re-activated contract as they were before the contract was updated.
Prior to the update when clicking the contract Terms button the page would open with this message:


STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. While creating a Service Contract click the Contract Terms button in the Administration tab.
2. In the page that opens click the Upload Contract button.
3. Upload any pdf or Word document file. Once uploaded the page will display this message
4. Close the Contract Terms page, return to the contract and Activate the contract.
5. Once the contract is Active open it for update.
6. Once the contract is open for update, Check QA to re-activate without making any changes to the contract.
7. Once the contract is Active again, click on the Contract Terms button in the Administration tab.
8. The page that opens will display this message:
 
  The contract terms are represented by an attached document. A document is not currently attached.
