Error Building Workday Calendar APP-MRP-22132 Cannot Get Profile Option BOM_WEEK_PERIOD_START_DAY (Doc ID 2553007.1)

Symptoms

When process 'Create Internal Orders' is run, these rows are completing in error with the following message:
ORA-20001: APP-MRP-22050: Date falls outside the boundaries of the workday calendar

Referenced note: Internal Order Not Created: ORA-20001: APP-MRP-22050: Date falls outside the boundaries of the workday calendar (Doc ID 2165679.1) and have determined the calendar used is expired.
Extend the calendar so that the transaction dates fall within the calendar start and end dates, but when selecting Tools > Build, the concurrent request completes with error.

and APP-MRP-22132: Cannot get profile option BOM_WEEK_PERIOD_START_DAY

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Inventory responsibility Navigate to: Setup > Organizations > Calendars > Query Calendar name
    Current 'To Date' value is 29-May-2019
2. Change 'To Date' value to 29-MAY-2020
3. Select Tools > Build
4. Concurrent request, BMCPCL: Build Workday Calendar, completes with error
