Sabrix/Project Billing - Interface Fails when Customer Name has an Apostrophe (Doc ID 2553089.1)

Goal

The error happens during the AutoInvoice program and only happens when the Customer has an apostrophe in their name (ex: ABC'XYZ Electric, Banker's Bank, etc.) the error we receive is:

ERROR
ORA-20004: ORA-29273: HTTP request failed
ORA-06512: at "SYS.UTL_HTTP", line 1525
ORA-29261: bad argument
ORA-06512: at "APPS.SABRIX_XMLTYPE_PARSER", line 1203
ORA-00933: SQL command not properly ended

If we remove the apostrophe and run the process - it works fine.

I wanted to clarify that this issue was only with Project invoicing.  The elements worked fine for Accounts Payable.
