On : 12.2.7 version, Accounting related

ACTUAL BEHAVIOR
---------------
In oracle purchasing, users were not allowed to match billed
amount to shipments and distributions while converting
historical PO to single shipment and single distribution.



When delete the shipment and Save
and Submit for approval received
unhandled java exception.
