Unable To Apply BOE, Receipt Line Application menu disabled

Goal
BOE has been Confirmed & Customs Authority Invoice payment also done. But if we try to
1. Create BOE Receipt in Enter bill of entry screen --> tools --> BOE Receipt creation , PO number is not showing in LOV
2. If we try in Purchasing --> Receiving --> Receipts, Receipt header & line level application is Grayed out.
