Symptoms

When attempting to go to Contractor Request, the following error occurs:

You cannot access this page because Oracle Services Procurement is not enabled. Contact your system administrator for help


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iProcurement responsibility
2. Go to iProcurement Home Page
3. Click on Contractor Request
4. See the error
