Symptoms
On : 12.2.8 version, ATG Technical Issues
When attempting to use Chinese characters for Layout title or default value,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Customize webadi layout for GL and FA
2. Use Chinese charactor in Layout title
3. Update Layout and click apply button
