Retro-Notifications Report (Enhanced) Does Not Pick Up Assignment Updates Made After Date Paid But Before End of Period (Date Earned) (Doc ID 2555349.1)

Symptoms

When a payroll is paid in advance (date paid < end of pay period), and a backdated assignment change is made after the date paid, but before the end of the period (date earned), the change is not picked up by the Retro-Notifications Report (Enhanced) - PDF.

Example:

1) Run for bi-weekly payroll has been done 20-MAY-19 (Period 24 2019 pay date).  Period 24 2019 dates are 18-MAY-19 - 31-MAY-19

2) Backdated change performed on assignment's standard work hours.  Hours changed from 36 to 21, effective 5/21/19  <== this date is after pay date, but before end of period

3) Run Retro-Notifications Report (Enhanced) and find there is no retro assignment created for the employee
