E-mail Delivery Opts Is Not Working On 12.2.6 With Personalizations (Doc ID 2555651.1)

Symptoms

On 12.2.6 version, SRS Form (FNDRSRUN)
E-mail Delivery opts is not working.

While submitting a concurrent request user clicks on "Delivery Opts" button on the form and navigates to the E-mail tab, enters the e-mail id and submits the concurrent request.
The requests successfully completes with a message below, however the e-mail is never received.

Emailing output to <EMAIL>@<Host.Domain>
"

Upon enabling statement level debugging on the OPP and checking the log, it prints the following message below.
Have verified that we are hitting the SMTP port 25 of the SMTP server and the protocol used for outbound is NONE.
Inbound however uses TLS.

For the profile option settings, currently hitting the same port which the mailer uses for outbound.

FND: SMTP Host : <HOST>.<DOMAIN>
FND: SMTP Port : <PORT>
