ACTUAL BEHAVIOR
---------------
Mismatch in Assessable value list at Shipment and Receipt for IR-ISO Transactions

EXPECTED BEHAVIOR
-----------------------
Expects assessable value should be copied from Shipment

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create internal Order
2. Change the price of the item in price list
3. Ship confirm the order. New assessable value gets defaulted
4. Create internal receipt.
5. Observed old assessable value is getting defaulted.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot have correct accounting of taxes.
