Create Doc With Layout Having More Than 252 Cols With None Contents Does Not Show Lines

Symptoms
On R12.2.6 env, creating document with a custom integrator where the layout is defined with more than 252 columns with Contents=NONE, the created document will only show headers, but the lines will not be shown.
This can be reproduced with the following steps:
1. Log into EBS with a user that has Desktop Integration responsibility.
2. Select a custom integrator whose layout is defined with more than 252 columns with Contents=NONE and click create document button.
3. Select Open File button -> Enable Editing button -> Enable Contents button.
4. The downloaded sheet only shows headers but does not have any lines in it.
