When attempting to run Quick Retropay (Enhanced), the following error occurs.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Login as UK HRMS Manager responsibility
- Create element entry "Postgraduate Loan" before 1-APR-2019.
- Submit Quick Retropay(Enhanced)
- Error occurs
