Unable to Update/Edit Positions on the Position Description Form (Doc ID 2558306.1)

Symptoms

Unable to edit any field on the Position Description Form

Two instances: One instance allows update of the Position Description Form and one does not.

The expected behavior is to be able to edit any field including Dff in position description form

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log on to responsibility impacted by this position

2. HRMS Manager -> Work Structures -> Position -> Description

3. Query the existing positions.

4. click on position DFF
