CSPPLPLN.pll Failed To Generate While Upgrading From R12.1.1 To R12.1.3 (Doc ID 2558854.1)

Symptoms

When upgrading from R12.1.1 to R12.1.3 facing compilation error issues on applying patch (8919491).

ERROR
