When attempting to use First Responder Wins with an automatic response vacation rule (approve response) this error occurs

The issue can be reproduced at will with the following steps:
1. Create AME Setup where First Responder Wins for multiple approvers that will be notified in parallel
2. Create vacation rule with automatic response (approve) for one of the approvers
3. Submit Requisition
4. Error occurs
