Symptoms

ACTUAL BEHAVIOR
------------------
Licenses ID getting wrongly assigned to Transaction ID even when the Transaction attributes are not matching. 

EXPECTED BEHAVIOR
-----------------------
Licenses ID should correctly assign to the Transaction ID only when the Transaction attributes are matching.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Agent for Assigning the License for the Transaction.
2. Create a Transaction ID and trigger the Agent.
