Problem Statement:

DFF Attributes are not available in Download/Upload Excel Template.

Steps to replicate the issue,
The issue can be reproduced at will with the following steps:
1) Enable Expenditure Items & OTL Information Types DFF Attributes.
2) Login with Timecard Entry Responsibility and create a new Timecard template. Select valid values in DFF Attributes and save the Template.
3) Download Timecard Template (*.CSV format).
4) Review downloaded CSV file for DFF Attributes in START_TEMPLATE - STOP_TEMPLATE section.
