Log in to Online Help files and there is only a box and"Image described in text" where an Image should be
EXPECTED BEHAVIOR

Log in to Online Help files and expect to see an image displayed for the information you are requesting within the online help files.
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Login to any HR Form
2. Click on help
3. no Image is shown. Only a box and "Image described in text" where an Image should be
Note that this also affects Financials and other EBS areas that use Online Help Files.

This was noticed after the application of the ATG January 2019 CPU Patch
