Goal

Need assistance in business process mapping
 
I have a business requirement where i would like to give free on charge goods depending upon the order slabs.
For ex: the list price of an item is 100
Slab 1

customer buys items between 10-19 qty
Ordered qty is 10, One item is free(he should be charged the same amount for 10 items but with one free) so, the total is 11 qty for a total price of 1000. (1000/11). the item is repriced at 90.90. I also need to see the free of charge quantity in this.
Slab 2
====
customer buys items between 20-29 qty
Ordered qty is 25, 2 free
he should be charged the same amount for all 25 items, but with 2 Free. So, the total is 27 qty for a total price of 2500. (2500/27). the item is repriced at 92.59. I also need to see the free of charge quantity (2) in this.

I need assistance on how to define modifiers and qualifiers for this business case. Please note that i need to see the Free qty as well.
