PRC: Generate Draft Revenue - Event Not Generating Draft Revenue (Doc ID 2561541.1)

Symptoms

On award number <AWARD NUM>, an event was created with revenue and bill amounts. "GMS: Generate Draft Revenue for a Single Award" was ran, but it never created the GL entry. Rerunning the process only generates the message "The project does not have an eligible event or expenditure item."
