Requisition number has ## When Editing Through Approval Notification

Symptoms
On iProcurement 12.2.7 when editing a requisition from the approval notification the Requisition number is changed to include a ## prefix.
The requisition number should not be changing.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Requisition through iProcurement and and change the approval sequence
2. As Approver open the notification and click Edit Requisition
3. Requisition number has ## before it.
Due to this issue, users cannot edit a requisition without unexpected ## appearing on the requisition
